What does “Not Issued” mean on a building permit?

Issuance of your LADBS permit failed for some reason. The portal flags 'Not Issued' when the permit reached the issuance step but did not actually issue — this can happen when a required fee, clearance, or piece of information is still outstanding.
What should you do when a permit shows “Not Issued”?
Contact LADBS for clarification on why issuance did not complete, then resolve whatever is missing (often a fee or an outside-agency clearance). Once cleared, the permit can move to 'Issued'.
