The jurisdictions endpoint returns all supported cities with slugs, platform type, and state — no authentication required. Use the slug field as the ?jurisdiction= parameter when looking up permits in Accela cities.
For field-level transparency, coverage metadata publishes each jurisdiction's API capabilities, rolling 90-day observed fill rates, sample size, and latest successful observation. unknown with a null fill rate means no sample was observed, not zero source coverage.
