What does “Plan Check Approved” mean on a building permit?

Your plans have passed plan check. At LADBS, 'PC Approved' means plans are approved and you are one step away from permit issuance. On Accela portals, 'Approved' / 'Plan Approved' means plans are approved and (in the Accela status table) fees are paid and the permit is authorized. This is the milestone where the city signs off on your drawings — the design review is done.
What should you do when a permit shows “Plan Check Approved”?
If you are at LADBS, the permit is one step from issuance: head toward 'Ready to Issue (RTI)', pay final issuance fees, and obtain the inspector's card. On Accela, once 'Approved' the permit is authorized and moves toward 'Issued'. Make sure any remaining issuance fees and outside-agency clearances are settled so issuance is not delayed.
