What does “Verifications in Progress” mean on a building permit?

LADBS is verifying that the plan corrections you submitted were actually made. This is a checkpoint between resubmitting corrected plans and getting plan check approval — the engineer is confirming each required correction was addressed before signing off.
What should you do when a permit shows “Verifications in Progress”?
Wait for verification to complete; no resubmittal is needed unless the city contacts you for something missing. If everything checks out, the status advances to 'PC Approved'. If a correction was missed, expect another correction notice.
